In GPT, partitions are stored in a partition entry array described by the GPT header. That header defines how many entries exist, and the standard, common setup reserves 128 entries. Each entry describes one partition, so you can have up to 128 partitions on a GPT disk. The concept isn’t about primary versus logical partitions (GPT doesn’t distinguish them); all partitions are listed in that single table, and 128 is the typical practical limit.

The other numbers don’t fit the usual GPT layout: 64 or 32 would underrepresent the common table size, and 255 isn’t the standard count for the partition entry array in GPT.
